Job Description

**About the Role:**

HPEC is looking for a highly-skilled Chief Technology Officer (CTO) to become
a technical co-founder in order to lead HPEC’s vision to restore privacy and
trust to the practice of medicine, and build the foundation for a peer to peer
healthcare system of the future. We are growing a Decentralized Autonomous
Organization of Physicians powered by open decentralized identity standards.

* _The Problem We Solve: *_

Blockchain enabled self-sovereign digital identities (SSI’s) -otherwise known
as decentralized Identifiers or DID”s provide an opportunity for physicians to
regularly and seamlessly update their information in an accurate,
cryptographically secure and shareable way. HPEC has leveraged decentralized
identity standards developed by the WC3 Consortium and the Decentralized
Identity Foundation in order to build the first decentralized network of
physician talent. We have built the identity, credentialing, and peer to peer
network for the future of care, and it is now available on the iOS and Google
Play store. We will now leverage and scale this identity system to create an
open marketplace and referral network for the future of physician talent and
later healthcare data, and patient services.

The physician employment, and insurance payment model is dependent on an
antiquated and broken physician credentialing and identity system. Billions of
healthcare dollars are spent annually on physician identity, and credential
data management, yet highly accurate physician directories do not exist. All
current systems to address this issue are highly inaccurate, administratively
wasteful, and have a critical dependence on the physician’s volunteer
participation. It has been difficult to incentivize physicians to keep their
data accurate, because there has been no secure and privacy preserving way to
do it until now.

Physicians have also become increasingly employed and part of narrow insurance
networks and large vertically integrated health systems, the physician patient
relationship has experienced an erosion of trust. Physicians are being forced
to use centralized data storing tools to document their patient’s information,
and they have no way of keeping their patient’s information private. Those
tools were built for patient billing, not for patient care, and they put
pressure on practicing physicians to generate revenue, which is at times in
conflict with the duty to put the patient first.

Our platform starts with a revenue generating physician identity and
credential management solution and has an unlimited upside in our $4.2T
healthcare system. As further opportunities expand across future healthcare
applications including personalized and privacy preserving decentralized
health record management, payments, physician advertising, digital health,
telemedicine and more, but the first and most important use case lies in
physician credentialing and identity as it is a necessary, timely and
sustainably revenue generating foundational application of this new
technology. As CTO you will be tasked with reviewing our MVP code base in
order to transition to this role and continue to build and expand on this
vision, and in order to be considered for a technical co-founder role

**About our technology:**

We have two applications, an evercred dashboard built in React and our HPEC
mobile application both in production on the iOS and Google Play Stores.

Our back end is composed of distributed microservice architecture built in
GoLang running on kubernetes (KOPS) in the AWS cloud. Our datastore is both
NoSQL (DynamoDB) and PostgreSQL and ElasticSearch. We use Terraform for IaC,
and GraphQL based api. We use React front end for both the evercred enterprise
and internal HPEC operations dashboards. We use bitrise for automated release
management, and Sentry, Amplitude, and Metabase for analytics and
notifications.
We currently use the did:key and did:web protocol with the ability to
integrate with other blockchains to eventually become blockchain agnostic.
Current protocols we have explored include but not limited to deploying
did:ion (bitcoin) did:near (near) did:tz (tezos,) did:polygon (polygon)
did:dock and did:kilt (kusama / polkadot) etc... see list of others here:

Our mobile app front end is built with React Native, in TypeScript and uses
expo ejected modules. API calls include the GraphQL call to our back end and
Onfido SDK for identity.

**Key Responsibilities**

Hands-on Engineering

* Take ownership of our MVP as a full stack expert, including everything from the front-end mobile wallet application, or evercred credential issuing dashboard, and HPEC credential verifying system and all back-end integrations.
* Leverage the data from our users to improve upon and scale our system.
* Use stakeholders’ feedback to inform and incorporate necessary improvements and adjustments.
* Hire and lead a best-in-class engineering team as HPEC grows.

Strategic Leadership

* Partner closely with the CEO, designers, and partners to continue to develop the mobile identity and social platform that align with the needs of the physician community.\
* Assist in deciding the strategic direction for HPEC’s future iterations, including core technology, features, and functionality
* Identify and communicate short-term strategy MVP versus long-term technology strategy (V1 and beyond).
* Communicate HPEC’s technology strategy to partners and investors
* Discover and implement new technologies that yield a competitive advantage as HPEC’s product evolves.
* Build quality assurance and data protection processes, ensuring all technology practices adhere to regulatory standards especially as we move into incorporating payments and patient connections into later versions.
* Ensure technological resources meet the company’s short- and long-term needs.

Project Management

* Outline the goal, timeline, and budget for product creation.
* Actively communicate vision, milestones, and timelines to investors and involve key stakeholders.
* Manage the product development process along key timelines and metrics, including the relationship with third-party service providers and outsourced development which currently include
* API’s with CMS, Onfido, and Twilio.
* Along with the CEO monitor and report on KPIs and budget to assess technological performance.

Qualifications:

* Genuine and inspired belief in HPEC’s mission to improve privacy and trust for physicians and patients, by first improving access to decentralized physician services through self-sovereign identity and verifiable credentials.
* 5+ Years of experience as a full-stack engineer at an industry-leading technology company,

* Demonstrated experience architecting and scaling new and/or existing systems.
* 1+ Year of startup experience preferred.
* Experience in decentralized and distributed systems preferred
* Excellent written and verbal communication.
* Strong sense of ownership and accountability to drive results.
* Ability to prioritize and meet deadlines.
* Ability to keep cost and budget in mind while making company decisions.
* Demonstrated experience managing people.
* Bachelor’s or Master’s Degree in Computer Science or a related field from a reputable institution, or equal or greater experience in the same.
